A parte la prima sequenza ambientata nella dimora dell'imperatore Diocleziano, dove vediamo il danzatore Lindsay Kemp in uno scenario orgiastico e colorato in cui i fasti della Roma del IV secolo dopo Cristo vengono associati ai party della Londra trasgressiva anni '70, il resto del film è iconograficamente più vicino alla produzione in super8 del regista inglese. Del resto la storia di Sebastiano - caduto dalle grazie dell'imperatore e declassato da capitano delle guardie di palazzo a soldato romano vessato dai suoi commilitoni -, ha come sfondo una torre in riva al mare e un paesaggio desertico (il film è stato girato parte in Inghilterra e parte in Sardegna). Per rendere più rigorosa la messa in scena Jarman e il co-regista Paul Humfress scelgono di far recitare gli attori in latino, pur contaminato da un'inevitabile inflessione britannica...».

A visually striking fantasy, Sebastiane begins at the court of Emperor Diocletian in an unforgettable sequence of Roman excess and Bacchanalian sexuality. Similar in tone to the opening sequence to Ken Russell's The Devils, which Jarman designed in 1971, the film is also reminiscent of the orgiastic fantasies of Federico Fellini's Satyricon and Cecil B. DeMille's The Sign of the Cross. (Jarman was conscious of these similarities--a Roman soldier in the film, dreaming of the golden era of Rome, mentions "Cecilli Mille" and "Phillistini's Satyricon.") Accused of standing up for a Christian, Sebastiane (Leonardo Treviglio), friend of the emperor and captain of his guard, is demoted to mere soldier and banished from Rome to a coastal outpost.
